You could have only win bets to make calculating easier.

We can have 3 times $100 win bets, and then $200 for the special event race. $500 a week.

Reward the winners.

How about quartet and trifecta bets?

I just think less bets allowed will make the punter really think about his bets which should lift the quality of the selections.
