Wesmip1 Small Two Rules Neural System

All,

Thought I would throw another neural system on here for validation.

Its a pretty simple system. The rules are :
1. Set all neural settings to 1.
2. Top selection must run 1st or 2nd last start

Thats it.

My theory is the neurals are sometimes out of whack and having the selections run first or second might eliminate some of these poor nueral selections.

I have no past results so this could be a fizzer.
