Can anyone tell me if i have a running double and one of my selections is scratched, is the bet refunded or is there a substitute runner added?

See you're from WA, Shaun.
If so this might help (from WA Tab)

"If any of the runners in your bet have been scratched, your scratched runner(s) will be replaced by the substitute runner (SB). The substitute declared in each leg of the double is the runner, in that leg, with the greatest value of win bets invested on it. This is why there are no refunds on scratchings with Doubles. The substitute is announced by the TAB just after the start of each leg. You may even select the substitute (SB) in one or both legs of your Double bet. "

I use NSW tab to place my doubles bets as the pool is much larger, but i would say the same rule applies i couldn't find it on there site.

Funny that. I've actually snagged some very good (well over the odds) paying doubles on early races, when pools not all that crash hot. Especially when a roughie wins the lead-up leg.

Anyway, you're right re NSW Tab

"Any scratched runner in either leg of a Double will be replaced with a Substitute, and all investments on the scratched runner will be invested on the Substitute"
