How does comingling work?

According to the TABCORP API, Sale's pools were comingled with NZ, however while VIC TAB and NZ TAB prices were identical, the pool sizes were different.

For Sale race 11:
Final VIC TAB win pool size was $11,773
Final NZ TAB win pool size was $13,611

Shouldn't the pool sizes be the same? I don't get it...

A couple more questions...

The TABCORP API reports that Sale was also comingled with "Europe". Does anyone know which tote that is?

Also, am I right in assuming that NSW TAB and Unitab are not comingled at all?
