New Racing Victoria Lay Rule

At first glance the way I read this new rule it is illegal for connections to back their horses in:

Quinellas
Boxed Trifectas
Exactas with their runner for 2nd
etc. etc.

Also if they back any other in the race they are indirectly laying their own horse.

This rule need to be taken backing to the drawing board.
