Private Messages. ?

I looked at my PRIVATE MESSAGES and it comes up with a message stating. " Your Administrator has disabled Private Messaging. "

What does that mean and is it possible to change that. Or is that why you E Mail each other.

What does that mean - feature hasn't been made available to us

it possible to change that - not at user level
