What does it mean when a racetrack announcer says that "the rail is out" so many feet, yards etc. at a particular track? I know it has to do with track condition, but more specifically?

Bascially the inner part of the track cops the most wear. They can move the inner rail out for it to recover. This happens in all turf tracks i think . But wouldnt be a factor on your sandy beach tracks.
Usually suits front running horses early in the day. The champion Sunline was suited by the rail being out in her 2 coxs plate wins.
