wesmip, I think that these type of horses are ones that have won one big race and done nothing since, rather than "usually being in the money but not seeming to win". This of course would depend on the place strike rate. Having said this, my current method usually includes these animals as a possible selection on the off chance that they produce again, and usually at goods odds.
