You are not restricted to spending a total of $5million on horses. You're allowed to spend as much on new horses as you have in your bank at the end of each month.

My current bank is $1,824,200, so let's say I spend $600,000 on new horses this month, my bank would drop to $1,224,200 and that's the total I'd start the comp with in March.
