No, that's not Spyware Blaster [it never intrudes] doing that. It's your in-built windows firewall unless you have installed a 3rd. party pop-up blocker[?].
If you have Zone Alarm or any other good 3rd. party firewall installed [I don't mean anti-virus software as that is not a firewall] here is what you do:

Go to Start/control panel/change to classic view [in case you have category view enabled]/windows firewall/click 'off'/go to 'exceptions' tab and un-tick all 4 boxes/go to advanced tab and un-tick those boxes too. Now your windows firewall really is off and not just pretending it's off because you have another firewall enabled.

Only do the above if you are sure you have a 3rd, party firewall installed.
