It's not right, but here's why they do it...
No matter what your personal wealth or payment history might be, they flag gamblers as a risk. Therefore they are trying to reclaim from all gamblers,the money that the bankrupt gamblers lose.
It's like a higher insurance premium for living in a high burglary area.
