Wombat I'm not trying to be funny, but "Random number sequencer" in this instance, simply stands for a pin and a blindfold and the runners in the newspaper!
Random number generators do exactly that, select a number at random, from a given range.
The fact it achieves a high S/R only proves the unpredictability of racing.
Don't be fooled by the fancy language.
