For learning American horseracing, There are several good primers, and as already mentioned, Beyer is one of the best. I would go to http://www.DRF.com and read their free offerings and http://www.turfpedia.com/books.html I myself started with a book by Bill Quirin, aptly named "Winning At The Races", then graduated to Beyer and others. The DRF site, aka Daily Racing Form is the tool most US handicappers swear by (or at).
