There's an article in yesterday's Telegraqph - "Tabcorp, Tatts Group and Ladbrokes have been invited to to apply for Victoria's $4 billion-a-year wagering licence...the licence will also allow the bidding winner to establish and operate the only betting exchange based in Victoria."
