there seems to be some confusion in your terminology -- you keep referring to pre post odds (PPO) as opening prices
you can't have an "opening price" until a market has been established and if you have a look at NSW TAB you will see at approx 7:45am that there is only $17 in the win pool -- that is why the "official" bookmaker opening prices are not given until abt 15 minutes before jump -- earlier for big races where there is plenty of money around
PPO by necessity are computer generated and are ratings converted to odds -- the ************** site publishes the AAP PPO -- AAP have been producing PPO for decades and supply these to most newspapers -- however, it seems that some newspapers produce there own PPO -- this is why you see a variation
other sites just produce ratings (not converted to odds) eg NSW TAB SKYFORM these are free if registered
