With "dead " track conditions parts of the track are slow -heavy in other parts and good in other parts causing horses to slip and slide all over the place.
You can use slow as a indicator on whether the horse can handle dead tracks.
Generally speaking though as Wesmip pointed out the best conditions to bet on are good and heavy.
