I don't know of any free virtual machine services and depending on what you want the price varies alot. I use Amazon Web Services EC2 ( http://aws.amazon.com/) primarily because I use their VM's professionally. I'm currently running two Win2008R2 VM's and each costs me about 67 cents a day.
