You are correct the rating of Cuban Sunday prior to the Heatherlie was 80 and therefore he was eligible to run in much easier company than a Listed race (i.e. Benchmark 78, 0-82 or 0-89)

The limit weight in the Heatherlie was 95, in other words a horse rated 96 would have received 54.5kg, rated 97 55kg and so on

Whatever the rating of a horse on the limit weight was prior to the race they were running off a Handicap mark the equal of 95.
Having won the race Cuban Sunday has been re-rated to 98 which provided a 1.5kg penalty. You will note the 3rd horse Streets Away carried 54.5 and ran off his correct rating of 96. Having beaten him Cuban Sunday is now rated 2pts (1kg) higher than him.

While Ebony Rock did not win the race he has been rated 7pts higher than he went into the race (82 to 89). As a non-winner we generally provide some concession to horses who run off a higher mark but for actual winners that discretion is less so
