Assuming 2 prev starts as a min and not using any Rating's filters. 
Last Start winners Not on Home track and min SP >= $6, you could scrape 1% POT for the Lay. i.e. Last 809 days $1k liability, 5.5% commission, 956 bets, 891 Lay wins, $9,538 profit.
 
Second Last start winners were too hard to grind out a Lay profit unless you get down to a handful of bets.
