What about people that subscribe to a tipping/selection service and use those picks to place bets. Could the bookies try and label them simply as bowlers? Your not making the selections yourself and although the winnings stay with you, your paying someone else for the service. They might try and use that as a way out as well?

I too highly doubt they will just rollover and take it, the only way that could possibly occur is if all states were implementing a similar set of rules and were working together to allow all people the chance to get on in every state. Until that happens and its a concerted effort to stop the bookies banning/limiting anyone remotely profitable then they will put up a fight and use any loopholes necessary to make sure winning punters are forced to get their bets on elsewhere.
