My reply is by no means an expert opinion. I would like to see the discussion be kept going so i'll respond.
I wager daily and watch and keep records on baseball, NFL & USA college sports and ATP lines. At any particular point of time, the arbitrage on lines is seldom there in well defined sports like MLB and NFL. It does sometimes occur. It does happen in the little covered sports. But in my experience it is not more than 1-2%. I would say I have seen about 1 every 4 months.
Most arb situations occur during the betting where one team gets backed in. Therefore you must have a very sizable bet on the team backed before the line moves.
I don't really know but I thought about looking into this and you need to have the following to make it work:
- a very good computer connection & be on-line a lot
- access to dozen's of bookmakers
- be willing to bet in the 1000's to get a tiny percentage
- be able to join & monitor 2 or more betting exchanges at the same time.

It is like running a minature stock exchange. I know there are sites that give you arbitrage situations but actually getting them is hard. Be aware that bookmakers are always trying to do this with our money, so you will have lots of competition.
I would try and get a trial membership and give it a go for a few $. I think you will find that the theory is better than the practice.
