Was it declared a non-runner or a late scratching?
Also I think it depends on the time of the scratching but as you say if it was considered a late scratching rather than a scratching, a third dividend should have been declared for sure.
Just checked SuperTAB site and FANCY COUNTESS was third and returned $3.80 a place. Therefore I would assume that UNITAB either has different rules or you have indeed been jipped.
