Special Conditions races are dreadful affairs and probably best to be avoided.As far as giving them a ratings figure,they could be anywhere.Not necessarily rated lower than welters.Eg, the Tramway is a special conditions race.I think this is the type of event they had in mind when the list was promulgated.
