Sorry I wasn't clear.
It is the search function of Win10, part of 'Cortana' I was referring to.
If you install Win10 in 'Express' mode (recommended by MS for obvious reasons) you will get a search option in the Start menu, this will search the net every time you are looking for something, not only your PC as most of us would expect.
This is where Bling, MS's propriety search engine comes into play in Win10.

I don't know how Bling behaves outside of Win10, I never use it. I would be surprised if it was different.
After all Google does the same and so do all the others, but at least you have a choice of using them or not.
Not like something built right into your OS.
