Default barriers after scratchings

Could some kind soul confirm for me: After scratchings, are the horses drawn outside of the scratched horses always moved inwards to fill up the empty gates? (Except, I assume for late scratchings when horses are already loaded).

Nothing really out of the ordinary in my tips.

In the first 3 races I had:
R1 - 1 Nicholas & 6 Prince Of Scribes

back to the barrier question, if your in a race where there are 16 runners and 3 emergency's and you draw barrier 19, will that be the barrier the horse jumps from or will the furtherest out it can be barrier 16??
for example, makybe diva in the turnball at flemington saturday.

If the maximum number of runners is 16, then that's what barrier it would have.
