Question Flemington Upgrade?

Just wondering about Flemington races today. I noticed yesterday it was rated a Dead 4 track with penetrometer readings around 4.6. We had 20 degree temperatures and sunny conditions yesterday, and are heading to 26 degrees today also with full sun and a light breeze (we're already 22 degrees with low humidity and a breeze in the high teens). I would've thought this would have dried out the track enough to produce a good track by now.

Does anyone know if there a standard practice of when they will do penetrometer readings to see if they need to upgrade or downgrade a track's status?

Not sure if it was before or after the 4th race, but it looks like they finally got around to upgrading Flemington to a Good track. Woohoo.
