Default Betting to Price (Final)

When betting to price I want the most absolute final
price prior to jump.
Without any variances/adjustmentsm after the race
has jumped (Late scratchings excepted)
Now I can isolate a bookmaker at the track and
bet with him day in day out every week, month
and year and know that the price I get just before
they jump is absolute.
So my question is where online can I obtain similiar
arrangements. TABs are no good as they update at
the jump, 30secs into the race and even when the
race has been run and won (Shorts).
1: Is there an online betting exchange./service that
I will get a price that will not change after the off.
2:Also a result archive of min 2 years results showing
placegetters and all other runners with their final price.
Betchoice have a full result archive but I don't know
if their prices are static from the jump.
Betfair have also but theirs is a bit erractic, some are
showing prices after in-running betting.

There you can download spreadsheets with EVERY single betfair market. For each market they have each runner listed and for each runner they have every price they got matched at and the 1st and last time they were matched at this price.

I use these but I am a programmer so I write little extraction tools that pull out the relevant data. If you were doing it manually it oculd be a bit tedious as you would need to filter a few columns (eg In-running) and then for each runner you'd need to sort on last matched time. Doable but just much easier with code.
