Default Minimum bet rule might happen in UK

In my opinion it's not a minimum bet that should apply, every bookmaker corporate or otherwise should be required to accept a bet to lose say $1000 from any punter on any event, or their license goes, and it should be totally illegal to close an account once accepted as a customer. If they are scared of a punter they can simply lay it off so what's the problem?
