there is a site, that has horse and something about "siber" in it's name that gives you the four totes live... Austote, STAB UniTAB and Tabcorp... All bar Austote bet for the place... If my clue is too vague.... email me and I will point u in the right direction.. U will need accounts with the TABS you want to bet with....
I don't know of a bookie that offers best place tote so it is a manual job trying to get the odds... for the win probaly 7/10 times austote is the best.. they also round to 0.05 instead of 0.10 as the others do... tho i keep accounts with the others as well... again it is a manual job, but I believe there is software available that will do it automatically for you... Austote doesn't normally bet on Mondays, and is usually metro only only Weds and Sats and Public holidays.. don't forget with austote you need to deduct the takeout after the dividend is declared... that max is 5%, depending on Turnover you can get it down to about 2%.. so still is way better than the other totes on average.
