I've been using IAS for quite a while now, with very few problems (although I didn't have a bet on them today). I do notice that there seems to be a caching problem of sorts from time to time, but I normally do a "refresh" on the page, or a "hard refresh" and it fixes it up. The "hard refresh" is a refresh that tells the proxy server / caching server to refresh as well, and I'm pretty sure it's done by holding down the Shift (or the Control) and clicking the refresh button.
One thing to note is that almost all ISP's use a caching proxy server for serving web pages. Most are now "transparent" which means that even if you don't have a proxy server listed in your Internet Options, then you'll normally still be going through one... I have found that these act up from time to time, particularly on pages which are updated frequently (like the IAS ones), and this can be part of the problem.
When you say you were refreshing, were you clicking the refresh button or just clicking the race number again? I find that just clicking the race number again is often very hit-and-miss as you describe.
