Just consider this.
All handicapping is done on past results. The handicapper is restricted to what has occurred and not what will/can occur. Most ratings and systems are based on history. The trainer has entered the race based not on the past but on the future. The trainer is saying that the horse has improved and or the past results were circumstance. Hence merit for improvers. Then we have to deal with multiple improvers and the over run horses that got close this time but no guernsey. Beton
