Banned Substances
I have a question related to that thread that was closed, if the substance was only prohibited Jan 1 this year how can they ban anyone using samples before that date, makes no sense to me.

Which I take to mean that Cobalt has always been a banned substance in quantities well exceeding that level. Most horses in both codes have varying traces of Cobalt present, but Stewards are turning their attention to those abusing it as a performance enhancing drug. Think of it like testosterone, and then those that inject it.
