Lightbulb Excel formula help please

Any help would be appreciated!! Thanks in advance

What I have two columns each have numbers from 0 to 24. I want to in a third column give three different values for three different scenarios.

They are as follows column 1 and 2 both are equal to 1 to 3 then a value of 20 goes into the third column.

If only column 1 equals 1 to 3 a value of 10 goes into column 3.

If both columns 1 and 2 are 0 or greater than 3 then a zero goes into column 3.

Hope that makes sense
